Toronto’s Finance Minister, Dwight Duncan, is trying to fix a $16 billion deficit, which is one of the reasons he is considering allowing an enormous casino in Canada’s largest city. Governments tend to love casinos because it’s one powerful source of taxable revenue for them. Duncan has made it clear that nothing will be passed without the clear consent of the city of Toronto’s inhabitants, however. Some say that Duncan’s move is reckless and shortsighted. Others, however, are praising him for a feasible solution whereby only those who choose to gamble would support the new establishment and thereby indirectly assist the city with its funding challenges.
